Program Information

The National Breast and Cervical Cancer Early Detection Program (NBCCEDP) as administered by the Centers for Disease Control and Prevention (CDC) funds the Florida Breast and Cervical Cancer Early Detection Program (FBCCEDP). The NBCCEDP was created in response to the Breast and Cervical Cancer Mortality Act of 1990; Public Law 101-354. The FBCCEDP has been awarded funding by the CDC since 1994. The grant is administered through the central office and 16 lead County Health Department (CHD) regional coordinators manage service provision in the counties across the state to assure statewide access. The lead counties are: Brevard, Broward, Duval, Escambia, Gadsden, Hillsborough, Jackson, Leon, Manatee, Miami-Dade, Osceola, Pasco, Pinellas, Putnam, Seminole and Volusia.

Services provided include:

  • Breast and cervical cancer screening exams (clinical breast exams, mammograms, and Pap tests) to approximately 5 percent of the at need population as funding allows.
  • Diagnostic funds are reserved for women screened through the program.
  • Care coordination to all clients with abnormal exams.
  • Women screened through the program and diagnosed with breast or cervical cancer are referred to the Florida Medicaid Program for eligibility determination.
  • Paid breast and cervical cancer treatment through Medicaid for eligible women screened through the program.

February 2019 Topic – Heart Disease

Billions of dollars are spent every year in the U.S. on medications that reduce the risk of heart disease—the No.1 killer in Florida.

Heart disease accounts for 3 out of 10 deaths in Florida and in 2014 there were 42,835 heart attack hospitalizations, or an average of 117 heart attack hospitalizations each day. About half of all Americans have at least one of these three risk factors for heart disease: high blood pressure, high cholesterol, and smoking. By eliminating these risk factors and others we can take steps to reduce heart disease-related deaths in Florida.

What is Heart Disease?

Heart Disease can include:

Atherosclerosis
Heart Attack
Ischemic Stroke
Heart failure
Arrhythmia
Heart Valve Problems

In the United States, the most common type of cardiovascular disease is coronary artery disease (CAD), which can lead to heart attack. CAD is a narrowing of the small blood vessels that supply blood and oxygen to the heart. CAD is also called coronary heart disease; arteriosclerotic heart disease; CHD.

Atherosclerosis is the term for the process of fatty substances, cholesterol, cellular waste products, calcium and fibrin (a clotting material in the blood) building up in the inner lining of an artery. The buildup that results is called plaque.

These plaques can burst causing a blood clot leading to heart attack or stroke. Atherosclerosis develops slowly and silently, over decades. It is often not diagnosed until it causes a heart attack because there are usually no symptoms until an artery is so clogged that the blood supply to the organs and tissues is affected.

Symptoms will depend on the location of the blockage.

  • In the heart: The symptoms may be similar to those of a heart attack (chest pain).
  • In the arteries leading to the brain (carotid arteries): People might have stroke symptoms like sudden numbness or weakness in the arms or legs, difficulty speaking or slurred speech, or drooping facial muscles.
  • In the peripheral arteries (usually the legs): The most common symptom is weakness, burning, and pain in the legs when walking, that can be relieved by rest. Another symptom of peripheral artery disease is intermittent claudication. Claudication is limping or impaired gait when walking or recurrent cramping.

Coronary artery disease can cause a heart attack or stroke. Stroke can lead to severe brain damage and disability, or even death. A stroke happens when the blood supply to the brain is reduced, such as when a blood vessel to the brain bursts or is clogged by a blood clot. This prevents the brain from getting the blood and oxygen it needs. Without oxygen, the nerves in the brain begin to die within minutes. The type of disability caused by a stroke depends on the extent of brain damage and the part of the brain that is damaged. The more time that passes without treatment, the greater the damage to the brain. 

You can greatly reduce your risk for CAD through lifestyle changes and, in some cases, medication.

2017 Guidelines for the Prevention, Detection, Evaluation, and Management of High Blood Pressure in Adults 

As of November 13, 2017, high blood pressure is defined as readings of 130 mm Hg and higher for the systolic blood pressure measurement, or readings of 80 and higher for the diastolic measurement. That is a change from the old definition of 140/90 and higher, reflecting complications that can occur at those lower numbers. According to the new guidelines almost half (46%) of the United States adult population will have hypertension. While approximately 14 percent more people will be diagnosed with high blood pressure, there will only be a small increase in the number of people who will be prescribed medication. By lowering the definition of high blood pressure, the guidelines recommend earlier intervention to prevent further increases in blood pressure and the complications of hypertension.

Other Guidelines Include:
• Only prescribing medication for Stage I hypertension if a patient has already had a cardiovascular event such as a heart attack or stroke, or is at high risk of heart attack or stroke based on age, the presence of diabetes mellitus, chronic kidney disease or calculation of atherosclerotic risk

• Identifying socioeconomic status and psychosocial stress as risk factors for high blood pressure that should be considered in a patient’s plan of care.

January 2019 Topic – Post-Holiday Depression

Some tips to lift your sadness after the busy holiday time.

Many people experience sadness when the holidays are over. Sometimes it hits them hard and seems to come out of the blue. If I’m describing you, please don’t be alarmed. This reaction to the end of the holiday season is not at all unusual.

There are many reasons people get sad after the holidays. Here are some of them:

 1.   We tend to have our schedules filled with social events during the month of December, only to have virtually nothing on the calendar in the month of January. So, we go from being social butterflies to being homebodies. If you enjoyed and looked forward to socializing it most likely felt good and fulfilling to you. Getting out and being with people may have helped you to feel wanted, loved, important. You may have had the opportunity to meet new people, make new friends and/or reacquaint yourself with old ones. A change in social calendar with a sudden lack of social events to go to can lead to loneliness, boredom and a feeling of isolation.

2.  We often spend time with family during the holidays. And spending time with family can leave us with mixed feelings. Sometimes we feel let down by our interactions with family members and disappointed with the way they behaved towards us and/or treated us. This can lead to sadness and its own kind of mourning. Other times, we might experience tremendous joy at being with family members and then miss them terribly when they have gone home.

3.  Holidays tend to bring up memories of those no longer with us, or those with whom we no longer have a relationship. The loss might be because of death, divorce, or distance. Holidays can make us feel like we\’re going through the mourning process all over again.

4. January is a dark, cold month where people tend to hibernate. So you may feel stuck at home.  Additionally, it’s a month that can bring lots of snow leading to cancellations and the inability to go out as often as you may want.

5.   If you travelled or moved around a lot during the holidays, you may be tired now that they are over.  Fatigue can cause us to feel run down and bring on sadness.

6.  You may have taken days off from work and so had time to rest and relax and now are back to work every day. Taking time off means that work was not done and you may be left with a pile of work to get through that can seem overwhelming.

7.   You may have overindulged in food and/or drink during the holidays and now when you get on the scale you feel guilty, inadequate, and/or weak.

8.   Perhaps you’re disappointed by the holidays. It wasn’t what you had hoped for and now feel let down that they’re over.

Above are some of the reasons why the end of the holiday season may cause sadness, even depression in some. Below are some things you can do to help yourself:

1-   Take some of what you made you feel good during the holidays and continue them into the days and months after the holidays. For example, if you enjoyed having lots of plans and looked forward to being out with others, make sure you make some plans now. Invite people over; it doesn’t have to be a formal event, you can just invite them to play games, watch a movie, or cook a meal with you.

2-   Go to the movies, theater, museums with other. Get entertained.

3-    Start or continue your exercise routine. Think about doing your exercise with someone else a couple of times during the week so you have company and someone to look forward to being with.

4-    If there were people you spent time with during the holidays that your really enjoyed and you don’t often see them, make a plan with them. It’s not necessary to wait for holidays to see the people you enjoy. 

5-    Don’t beat yourself up if you gained weight. It doesn’t mean anything other than that you gained weight. It doesn’t mean you’re weak, worthless or irresponsible.  It’s never too late to get back on track with your eating plan.

6-    Have at least one thing planned in your week that you look forward to.

7-    Be kind to yourself with respect to any New Year’s Resolutions you may have made. Instead of berating yourself for not sticking to your plan, make a plan that you can stick to. Perhaps your resolution was unrealistic. It’s always better to make a goal that’s attainable rather than one that’s too far off the mark.

8-    Take care of your health, including eating well, exercising and getting enough sleep.
